What is the easiest way to transfer a number from one EE account to another? Would it just be to request a pac code on the old account?

No, PACs are only for porting nos. between networks.

The current owner of the account needs to call CS with both of you available on the line to effect a change of ownership. The other person will need to pass a credit check. They will then be paying for that contract. If you can't do it together CS will give the current owner a password for them to quote when they call.

@Shaun_81 pac codes are to move a number to a different network they can not be used within the same network. If you wish to move a number from one account to another you have to call customer services as its account level change.
