&lt;P&gt;Yes buy a handset from Amazon etc SIM free. Then choose the lowest SIM only package. Smartphones are designed for the internet and will always require some internet access for some of their services&lt;/P&gt;

You don't have to have contract; you can use it entirely on PAYG. If you did want data, like for firmware &amp;amp; OS updates, you could always run it over WiFi.&lt;/P&gt;</description>
