To the user they are undistinguishable from a scam.

I'm going to disagree with this, to an extent. On 3 bases (edited after remembering one!)

1: I'm pretty sure that 07973100194 is programmed into the "business caller ID" service as "EE Guide calling" or something similar.

2: If you call 07973100194 there's a recorded announcement to provide comfort & reassurance.

3: Outbound calls from CS are often preceeded by a text message from "EE" advising of (words to the effect of) "outbound call shortly, the number will be 07973 100194"

I think the only way the system could be sensible improved, would be to use "150" as presentation number.

Hi I put in a complaint to EE. I then received calls from a mobile number saying they were EE. They said that they would send me a code and would I read that code back to them? Exactly like a scam. This was the number 07973100194. 07973100194 which is... EE? EE you need to sort your security checking systems out. I'm finding EE impossible to deal with.
