How do I set up Norton anti-virus without an EE phone

I've just moved my broadband to EE, having been years with BT.
I was told I can have up to 15 devices protected by Norton but on moving through the set-up screens it only seems to give the option of completing set-up with two factor authentication with an EE phone, which I don't have. Can someone help?

Is this two factor authentication you are having trouble with needed to set up your EE account?
