Bill now available online - scam

I have just received an email purporting to be from EE, but from this email address: eba@t-mobile.co.uk

It reads:

Hi,

Your mobile bill is now ready to view online at https://nam12.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.ee.co.uk%2Fbill&data=05%7C01%7C%7C9bba624ba7a244937bdc08daac1fea0b%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C638011550304654326%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=pWzzZhQWifj7bdsuciLYHdiM3yRMVnMj1wTgShahfqQ%3D&reserved=0

It does not refer to me by name; nor does it show an EE logo or address.

It would have been very easy to click on the link. If it is a scam (it must be, surely?) can the perpetrator of it be tracked down and brought to justice?
