Perk Codes Anytime Upgrade

So is anyone able to clarify the situation with Anytime Upgardes and Perk Code.

For the around the last 4 years, I've upgraded via Anytime Upgrade and had a perk code added. But today, the website says I cant use the code, and speaking with Live Chat, they are also unable to add the discount (Did however try sell me an addional line I dont need).

So have EE stopped allowing this??

EE Upgrade Anytime is not available with any Pay Monthly plan with a PERK or a student discount.
