Sim delivered but phone hasn't been delivered

I began a new pay as you go monthly contract with EE and received an email confirmation yesterday that the order is on the way. I received a welcome letter and the sim card this morning via DPD but no phone. Is it normal for the phone to be delivered separately to the sim?

Is it pay as you go, or is it a contract? Which phone did you choose? Please include the colour and memory size and I'll check our stock levels for you.

I just ordered a new sim I am coming over from O2 it was a pay as you go £13 a month

SIM Orders can take 2-5 working days to be delivered, when did you order the SIM?
