I understand that the billing but I wanted to say it said 30£ upfront

Upfront charges are normally taken at point of purchase. Are you saying that you've bought a phone with a £30 upfront charge and you've not paid for it at point of purchase?

My assumption would then be that this would be added to the first monthly bill after either connecting or upgrading (as appropriate).

Did you order online, over the phone or in store? Did they take a card payment?
