Can you reduce premium rate limit?

So I've been struggling with some thing and I always find myself going all the way up to the limit on my premium rate billing. Per some advice, I want to reduce the maximum amount it can be used for to help me regain control of it but can't seem to find any clear route to be able to do this.

Does anyone know if there is an easy way to do this? If not, what is the exact process to sort this out?
