EE's contracts have no concept of paying off the handset. You agreed to pay the same price for the full duration of the contract. There will however be a 10% discount 3 months after the end of min. term. You may always choose to upgrade your contract to a cheaper SIM-Only contract from the last 45 days of your contract term.

She may have mixed up her numbers. Otherwise why hasn't she asked this on her own network's Community?

This type of contract does exist. It is what I signed up to in 2023 (not sure if it was available in Feb that year). 1 year on and I am looking to finish off paying for my handset, but I can not see anywhere in my billing information where I can make that payment.

I guess it is going to be a call to 150 and a trip to every switchboard they have again!

No indeed not - it's not uncommon for new services to be trialled on a reactive basis before being more widely available.

It's also not uncommon for posters to pick up (in this case) a year-old thread and question why the advice is outdated!!
