£2.90 Charge plus £15.00 per month roam abroad pass

I added the Roam Abroad pass to each of our 5 mobiles prior to a recent holiday to Norway.

Why does my latest bill have both a £2.90 daily charge plus the £15.00 per month charge for each mobile?
