You still owe £98.03 (+ VAT) from your last bill, so your bill this month includes that overdue amount.

You will need to look at your bill to see what those charges are.

Seems like the user is on a payment agreement, my friend is on the same and recently got a large bill to pay off as it was 3 months of phone payments in one hit

You also have a large £175 ex-VAT in Monthly Charges. Open that up & see what it's for.
