User and bill payer question

Hello.

Thankyou for the assistance to date. I have 2 Sims which both belong to my daughter's. I see from the online settings one was set to both user and bill payer within manage settings. The other was set to user. I thought at first I'd change both to user,but then was worried I might not see their accounts in the app on my phone (not on ee yet but app installed). I lost access to one of them when I changed it to just user, so after managing to get them both back together on the app for me to view I have both Sims now see to user and bill payer. Does one SIM have to be this way for it all to work?

Eventually when I go onto the plan I'd like to be the bill payer and user but I still would like them both to be able to see how much data they've used (. they have unlimited text and minutes) is this possible? Any advice gratefully received.

Yes, you would have to have at least one number as the bill payer to have full access, @RedS1lence.
