Can't pay my bill keeps getting refunded

I have tried to pay my bill at least 7 times each time keeps getting refunded back into my account. Receive a message saying sorry this payment didn't go through

I need urgent help as my deadline for my bill is after tomorrow its a bit of a coincidence that it wouldn't work prior to the deadline is this a tactic to delay me inorder to get a consequence for me

keeps happening to me to i just tried to call the told me to ring back tomorrow and hung up. very rude
