New phone won’t update

I purchased a new iPhone 15 it came yesterday and for some reason it won’t let me transfer stuff from my old iPhone to the new one. It keeps getting stuck on the iso 18.1 update Is there anybody that can help or is having a similar problem? It’s transferred my phone number so I can’t even use my phone number till the phone is actually on and working.

@Mbyrne91 The device is trying to move items from your old device and also update to iOS 18.1. Force shutdown the new device and then restart it. Allow it to update to 18.1 first then allow it to transfer your items over.
