Calls from Apple Watch when iPhone is turned off

Hi all,

I have just set up my new Apple Watch and paired with my phone.
I can make calls when WiFi and Bluetooth are switched off and when I am away from my phone.

however if my phone is switched off I cannot make calls, is this how the setup works?

the main reason I swapped from Garmin to Apple was that if I ever lost damaged or the battery just ran out on my phone I could still use my watch.
doesn’t seem to make sense that I cannot call from my watch if my phone is off.

Yes I have a pay monthly account and smart watch account with EE

The watch can make calls when not in range of the phone. Tested this by leaving the phone 1 mile away.
if the phone is off or battery dies it won’t make calls.
