Can I get a second hand mobile from ee with no sim or contract ro use as a backup? I already have a contract running.

Buy SIM free device from Amazon there are thousands of devices or buy an EE PAYG mobile.

Yes EE do sell SIM Free Phones on both the EE website (with some deals for existing customers), as well as on their EE Store site which is open to anyone.
