SIM not provisioned for voice

I have just brought a new phone (unlocked) but when I put my SIM card in it wouldn't register to a network. I switched it off and on again a few times, cleaned the SIM etc.

I ordered a replacement SIM card from EE but that also does not work. I now have the error message SIM not provisioned for voice showing. I have tried putting my SIM card back into my old phone but the error message remains and I can't register to a network.

Have you used this SIM for voice calls or text messages in the past?

This does sound very odd. Do you have the EE app set up so you can check what is included in your plan?
