Repair pricing

Can somebody in the know please advise on how EE come up with repair pricing? I've sent my Pixel fold in for repair as it kept dropping network connection and when I mean kept I MEAN kept. It would connect to the EE network then immediately drop connection and say no SIM was inserted, tried this across multiple network SIMs and had the same issue (just to make sure it wasn't an isolated EE network fault at the time)

Anyway long story short, went into EE sent away for repair, staff filled in the form and said no visible damage, good condition only the then get a phone call half a week later saying it's damaged and the warranty is void and the phone needs a complete rebuild which will cost £1900

Where do they come up with these prices? The phone retails from Google direct (when not on sale) for £1749
