The answer depends whether you're in the EU or outside.

If your husband's phone is on pay-monthly, you could also use live-chat when logged into his myEE online account.

@Lyndaleanne10 If you are out of the UK there is next to nothing EE can do to help. What phone is it ? Can you try a different charger?
