Bill for calls when date and roaming are switched off.

I have just received a bill from EE for £81.90 in phone calls, I live in Guatemala and have a Clario Guatemalain sim card, for all data roaming and calls. my EE numbers is secondary and a e sim, data roaming had never been switched on, also when checking back these calls where made via WhatsApp. How can EE charge for these calls when the via WIFI and roan and data is switched off???

WhatsApp is an internet-app, just like BBC News, Sky Sports, and any other.

"Calls" made over WA, Messenger & whatever other internet-app, are handled by your phone & EE's network as what they are - data usage. Any calls that appear on your EE bill will have been dialled or received normally, via your phone's standard dialler.

WiFi-calling is not officially supported abroad, but can sometimes work - if/when it does, usage is charged as if the call was made over the mobile network - i.e. with roaming charges. WiFi-calling in this context, is different from app-based usage - it is not the same.
