    <description>&lt;P&gt;I am in Mexico, My bank has out a stop on my account, I need to call them I CAN NOT contact because you have a zero spend cap on my account which I cant take off. Have tried numerous times but there is tech problems. PLEASE SOMEBODY CALL ME!!&lt;/P&gt;</description>

      <description>&lt;P&gt;Incidentally, if the reason for your issues is a spend cap, that will affect inbound calls equally as outgoing.&lt;/P&gt;
&lt;P&gt;Does your phone show a connection to any Mexican networks? And as per the previous reply - can you receive text messages? Those don't incur a charge but are good evidence of roaming being active.&lt;/P&gt;</description>
