@Chris_B : You can if you buy a SIM-Free from EE or possibly a PAYG phone can be considered so.

@XRaySpeX But @Akeelarham2508 states a plan and insurance, You only get insurance with a device on contract.
I know you can purchase a device without a tariff from the EE store.
