Just to add the same thing happened to me in Poland a few weeks ago. I paid for an EU roaming add on and it did not work.

Flying to Germany tomorrow and just assuming I won’t be able to talk to loved ones for a week because roaming does not work. I can’t find a way to turn it on. Probably going to switch from EE because the service isn’t meeting expectations
