&lt;P&gt;Welcome to the community,&lt;/P&gt;
&lt;P&gt;You need to report both as lost and so they can be blocked, blacklisted, so no-one can use them.&lt;/P&gt;
&lt;P&gt;You can then get a new phone and either order a replacement SIM card or go to an EE high street store with photo ID to get a replacement.&lt;/P&gt;
&lt;P&gt;If you do not have a phone, you can either buy one from EE or from any other store.&lt;/P&gt;
