Lagos - call to this number are barred from your phone (ABROAD)

Hello EE,

I receive the error

"call to this number are barred from your phone"

cI activated the " PAYG" Sim and used it before I left.

I have it linked to my Apple ID,
Linked on the EE app. (I could see my balance of £10 )
I made top up of £5 to make sure it worked. (Balance is now £15)
The network i'm connected to here is 9 MOBILE. There is no option to connect to another local network.

ISSUES

Tried making calls out. - None worked... error message
Tried making calls from a local number to my EE number - It wouldn't connect
tried sending "ROAM" TO 150 - I t wouldn't send
I tried adding add ons from the app - None Worked
I looked through some other forum chats for a way forward, -The network change wasn't possible
settings in MY EE go to Menu > Manage Device > Ensure Calling Abroad is ticked. - Can't find it

How did you use it before you left UK? Did you make calls or texts?

"ROAM" TO 150 is useless for PAYG; it's for contract.
