Has anyone else had an issue with 3d secure and paying for a PAYG sim?

Whenever I try to pay, it says authentication is required but then displays the 3D secure page as being blocked. I thought it might've been a chrome issue and tried again with safari, but the 3d secure page never popped up. The fast/aonymous payment option doesn't work either- what do I do?

Also, I've seen posts about this with Polish banks but this is a GCC bank w an international account that has worked perfectly fine in the past.

Yup. Tried using data, hotspot, wifi and nothing worked.
