Hi,

I am on PAYG, buying a new pack every 30 days. If I moved abroad and had no uk address would I still be able to use my active pack? Would I be able to top up my phone and use it to keep my phone number live? Thanks

Yes, but you may only use your pack in the EU.

so even as a non-resident would I be able to continue buying and using ee packs abroad?

Yes, in the EU. You could always do it in your online MyEE.
