In the same way as a site going off-air produces a cliff-edge loss-of-service, the exact same is true when a site is restored to service. If all else is equal when service is restored (antenna & radio config) then service should be immediately evident.

When a new site is brought live, there can often be a period of specialist performance monitoring to ensure optimum radio performance - this can involve config changes and cause subtle changes in service.
