I can’t receive messages at all unless from ee, I can receive calls. The signal is on one bar sometimes 2. I’ve looked online and adjusted sms settings and tried many things. If you know what’s going on let me know and help please.

There's nothing inherently wrong with one bar, it's still a bar and even then only a rough guide. There's also no settings for receiving text messages, but what exactly have you "adjusted"? I'd hazard a guess that you've changed your SMS service centre, this will only affect sending text messages. EE's is +44 7958 879879

What else specifically have you tried?

Try sending a text message to your own number - do you receive it?

Are you on a Pay Monthly contract or Pay As You Go?

If on Pay As You Go, there is a security block on receiving SMS messages until you top up the SIM for the first time. Could this be why?
