EE staff can often take details of interested landlords.

By means of some background on the process - if a network has decided to install a new site in a given area, there will be a search process for viable locations which provide the required coverage and are likely to achieve local planning consent. A legal agreement with the landowner will be needed, alongside other access & power-related requirements.

Generally Basestation Installation is decided by the operator, i don't believe you can apply to have a mast installed.
