Voicemail - Pay As You Go

I am trying to activate voicemail from my phone. I have called 222 and set-up the greeting and activated it, but it doesn’t turn on. I have also messages VM ON to 150 and I receive the following message “Sorry, we're having some trouble completing your request at the moment. Please try again later.”

I have tried this for the last 2 days without success. Can anyone help and advise me how to get Voicemail on?
