I just changed my billing date from the 21st of each month to the 31st, will that take effect this month meaning I won’t pay until January 31st, or would it take until February 31st for effect?

If your new bill date is after your next regular bill:

you'll be charged the full month in advance on your next bill as normal
your new bill is then produced on the new date
you are credited for any days you were already charged which fall after the new date
you are charged for your full month's service from the new bill date

You can't have a bill date beyond the 28th of a month. Otherwise it makes a nonsense of Feb & 4 other months.

Do you really mean you've change your payment date to the 31st? In which case your billing date will be on about the 24th (which is possible).
