      <description>&lt;P&gt;Hi - when I try to upgrade online I’m being told I’m either not allowed too , or sorry we can’t let you do that. Yet I’ve phoned and managed to upgrade over the phone. How do I get my account cleared so I can do upgrades again.&amp;nbsp;&lt;/P&gt;</description>
