Is it possible to port a number from O2 to EE if the old SIM no longer works & I can't get a PAC? The SIM hasn't worked for about 6 weeks

Unless 02 can reactivate the number then the answer is no.

If I dial the number I want to transfer it says the number I have dialled has not bee recognised

Is there any way to request the number be registered to EE if its not currently in use?

@michH You need to have a working number to be able to move that number. You need to speak with o2 to see if it can be reactivated first this can only be done if it was a PAYG number that has gone in to hibernation.
