Sim only plan not part of upgrade

My contract is finished and is currently rolling over each month. I only want to upgrade my sim deal. The plan circled in red is available as a sim-only plan.

When I try and "upgrade" my plan, this deal is not available. Anyone understand why? Am I able to change to this plan without changing my mobile number?
