PAYG Data Sim for Broadband expiry and roaming

I have just ordered a PAYG Data SIM for use in a 4G router for when travelling between a couple of residences and use when on holiday

Do the PAYG data SIMS expire the same as normal PAYG phone SIMs ? Or would i be best just topping up for £4 every 90 days to keep the sim active if not actively using it ?

Also can somebody confirm if i can use the full data allowance on the SIM when roaming, so if i had 60GB on here from top ups i could use all that while roaming ? I read the small print etc but its not that clear.

Pay as you go hibernation is till applicable to mobile data SIM cards.

Here's a couple of things to note from our pay as you go roaming terms:

Fair usage:

"If your domestic data allowance is greater than 25GB, a fair usage policy of 25GB whilst roaming in our Europe will apply (i.e. you can use up to 25GB from your allowance while roaming). Once you’ve used your fair use policy amount when roaming, we will notify you and surcharges will apply to continue using data when roaming in our Europe and Rest of World Zones."

Stable links:

"You must comply with the EE fair use policy which includes you being a permanent resident in, or having a stable link to, the UK. We will consider you to have a stable link to the UK if, during any four-month period, you:  spend a total of two months or more within the UK; or  mainly use your inclusive voice, text or data usage allowances in the UK, rather than while you are roaming."

Thanks, how is the stable link monitored ??? It may be that in a given period the sim gets used for roaming more than domestic ?
