Unable to gift data on mobile and desktop

I've tried to gift data on the app and the desktop.

On the app, i don't even see an option to send data to the number I want to send it to.

On desktop, when i try i get the message:

"<phone number> can't gift data right now. You need more than 500MB of data left from your monthly allowance to gift to other devices."

This doesn't make sense because I'm trying to send data to that number but i thinks i'm trying to send data from a number that has no data at all.
