If someone is using your Stolen Phone that's been IMEI Blacklisted over Internet via WiFi you could technically find the Phones location via the phones Mac Address, a good place to start here is using your Google Account that the phone was first registered with either via Playstore, Google Mail or other Google Account Services.

Google stores very specific information about the Phones and Devices you connect to there services and if successful, apart from your phone's location you maybe able to block or delete certain storage stuff or features of the Phone.

Hello, plain and simple like the title suggests can blacklisted phones still use wifi.

I recently had my other phone stolen and have black listed it however I’m worried about if they use home wifi with it. Will it make any difference, because I feel I’m more likely to get it back if they can’t use the phone what do ever.

Much appreciated thank you

Yes, any smart phone can use WiFi. It is blacklisted against using mobile networks only.
