Where did you yourself get this device itself originally? Did you buy it yourself new direct from EE or from a 3rd-party reseller or is it 2nd-hand? The unlocking process & costs are different. Was it originally on contract or PAYG? How old is it? EE won't unlock contract devices less than 6 months old.

Contract on EE, brand new from EE however many years ago. Wanted to give the handset to my son but it's locked to EE...

Currently PAYG, was contract for years until I got a work phone.

Well, that's two attempts with EE to get my phone unlocked and two instances where I've had no luck. £17 to some site in Poland got me all the unlock codes I needed within an hour. Which leads me to believe EE could have done that all along and just chose not to.
