Old phone wont recieve calls

Hi guys,

I've tried searching and can't find anyone posting the same issue sorry if I missed it.

I recently paid my final bill and got a new phone contract with another network. I then changed my mobile number over to the new phone. I gave my old mobile (galaxy s9+) to my sister but she can't make or recieve calls/texts at all. We have tried using an EE sim and other sims but there seems to still be an issue. The phone goes on and WiFi works fine, she can go on apps etc but no phone calls or texts.

Does it show an EE signal at all? It may be worth restoring the phone back to factory settings.
