@Scott68 What iPhone model do you have ? If it’s a iPhone 5S/6/6+ it can not go to iOS 13. All devices from the first iPhone SE will go to iOS 14

No iPhone model stopped on iOS 13. So if your device hasn’t informed you of an update then it doesn’t support iOS 13 or iOS 14.

i’ve also doublechecked Apple are not even signing iOS 13 for any iPhone model so you cannot install it on your device. I’ll say your device is an unsupported iPhone model and you cannot update it any more.
