Iphone 6s plus locked to EE not on database

So, today I spoke to EE regarding unlocking an old 6s plus that has been at the bottom of the bosses draw for a few years. The imei was not on the EE database and therefore they would not unlock the device despite admitting that it is locked to EE. It was recommended that I contact apple or try a third party unlocker, obvious pitfulls to both of those options. Please unlock this device that is locked to your network. Thanks

@Law76 If this was a device on a business account only the business account holder can request it to be unlocked.
