Had issue with call announcing on iphone SE2020. Contacted Apple help. Was advised restore/ update. For 5 hours so far, the Apple logo appears for approx 15secs, then is off for 8 or 9 before logo reappears again. Seems like it’s in some sort of loop.

@RichQ You’re device is in a boot loop. You’ll need to try a force restart and if that doesn’t work you’ll need to do a DFU restore via a PC with iTunes on it. Please have a read of THIS on how to do both of these

Sounds like it's stuck in a boot loop. Do you have access to a PC with iTunes on it and can follow the instructions here?
