EE don't sell phones by themselves, no.

You can either buy a PAYG phone and not use the SIM that it comes supplied with. Or buy a phone outright from whatever retailer/online shop that you prefer.

If you're on a pay-monthly SIM-only plan, you could have the option of upgrading to a new phone.
