Hi. I'm am a few days from migrating to the UK. I want to know what the procedure/ requirements to get a cellphone on contract with EE. Seeing that I won't have immediate credit rating, would it make a difference if I pay upfront atleast 1/2 the amount for the device and proceed with monthly payments Thereafter?

It doesn't work like that

Without a credit rating you won't get a phone contract. You could start with sim only first then after 6 months try for a phone contract.

You can try going into any EE store and explaining your situation, but the route @BrendonH has mentioned is your best bet.
