Yes you can use any pay as you go SIM Card in your iPad.

Those are intended for phones. A PAYG Data SIM would be more appropriate but its link is broken at the mo'.

phone sims won’t work.

It's the the link to free PAYG Data SIMs that's broken. The Preloaded PAYG Data SIMs does work.
