My account asks me to "ask the bill payer" but i am the bill payer

I am currently the bill payer for my account, however when i try to make changes on my account it asked me to check with the bill payer.

Ive seen on another post that i can change from "user" to "bill payer, but incant seem to figure out how to do this.

Any help is appreciated
