How Do I Speak to a Person?

Both my phone (calling, not internet) and my broadband aren't working.

EE is suggesting I PAY to text them about the broadband issue. Which is not my fault - not sure why I'm the one who should pay for the messages.

I need to speak to an actual person please.

@member42 : Have you reported your problem with your BB to EE? They can't do anything about it until you do. Text HELP to 66033 to get EE to test the line & see what needs doing.

Texts to 66033 are not chargeable, despite your phone warning you that texting short codes may be chargeable.

This warning is due to short codes being used frequently for competition entries etc.

Text messages to mobile numbers are generally classed as "standard" and thus don't attract additional charges.

Text messages to non-standard shortcodes can be anything from free to premium-rates, but your phone has no way of knowing. So Android & (presumably) iOS bake the warning into phone software. Better to be overcautious and allow an override, than not warn and cause complaints to operators.
