you dont understand the problem. if there is no mobile phone signal, you cannot get access. broadband is a service to a property, by definition. that property does not have a mobile phone. 2FA by mobile phone is fine for a mobile phone, but if there is not a method via the broadband signal, then you have isolated a lot more people. Individuals need to be able to turn off 2FA, o have an alternative method. which is not cellular, and not copper landline (which is being switched off anyway).

it also doesn't help if the phone is stolen or lost, and you need to register a new phone.

Each time I log into my account I am threatened that I have only a few logins left before I MUST enable 2-factor authentication.

I do not use or have a mobile phone. I cannot, therefore, use this and it is another frustration of EE's service that had I known about it, I would never have stayed with BT who have sold us down the river with this EE merge.

Can anyone suggest to me how I can prevent access to my account from being withdrawn from me?

You can't while EE goes ahead of this mad scheme of 3 2FA-free logins before you must register a mobile no. to receive the 2FA from then on in.

Welcome to the community.

You need a mobile phone to receive the verification text messages on. It doesn't have to be an EE one, it just needs to have signal to receive the messages.
